11 hour difference of time in report

Dear Team,

We've been facing 11hr time difference from the ticket creation time-frame,when we run reports end of each month.
Say for example, if the ticket created at 2230 then in reports it come up with created time 0930 AM not 2230. We've tried to change the server time as well, but still no joy.

Please assist.
