Access Denied to Windows 10 computer

Access Denied to Windows 10 computer

I have gone through all the steps indicated to fix "Access Denied" with no success.

The system denying access is a Windows 10 Pro 32 that was upgraded from Windows 7 Pro 32.

Is this a common issue or are there known fixes?
