AD Report - Users with Empty Attribute not working properly

AD Report - Users with Empty Attribute not working properly

Under AD Reports, the report called 'Users with Empty Attributes' appears to not work correctly.

With a single attribute selected: Mobile (Mobile Phone Number), the report generated includes ALL USERS regardless of whether this field has data in it or not.

Can you help us decipher this?

We wanted to export these users into a template CSV, enter their mobile numbers into the CSV and then import the CSV to modify the user mobile numbers en masse.

But, if the system cannot get a simple query correct when exporting... I am REALLY frightened to allow it to make changes to AD by IMPORTING from a CSV!  Yikes!
