Adding a technician and unable to locate the account

Hi. Our AD Manager admin left the company so I'm assuming admin duties and just trying to figure a couple things out. First roadblock I've hit is with adding new technicians to the system. I can search AD but can't find my IT staff. It looks like the search is limited to certain OUs. And yet my name is in the list and I'm in the same OU as the others I'm trying to find... How was it set up initially?

Is there a way around the OU restrictions?
