Change Status Action use - Message indicating if notification message defined in the Workflow was successfully sent

Build 9003 behaviour
If the Change Role that is supposed to receive an automated notification message according to the Workflow is not assigned a user, you are not warned that it did not send.  In fact, other than manually checking the 'Notifications' section of the Change Record for an entry, you are unaware who it was sent to (and not aware of the Change Roles to which it was sent unless you check the Admin - Change Workflows configuration).

See this with situation with a Change, where:
  • Change Role not assigned a user 
  • (either because it was missed or that the Change Role may not be applicable for this Change)
  • Change Workflow has a Status Action A that sends notification to Change Role X
  • Status Action A is used, but the email is not sent because there is no-one defined in Change Role X field
  • There is no indication that the email automated by the workflow failed to send
  • Additionally there was no indication that an email should have sent when that Status Action was selected 
Enhancement Request:
When a Status Action is selected that should result in a notification message according to the assigned Workflow, pop up an information message along the lines of:

Notification failed to send to:
Change Role Z (no recipients defined)

Notification sent to:
Change Role X recipients (User1, User2, User3 etc.)
Change Role Y recipients (User4)
