Create User Template - Company and Department are Grayed out

Create User Template - Company and Department are Grayed out

When help desk technicians are trying to create a new user the options for Company, Department, and Member Of are grayed out. I setup custom company and department options and can see them in the drop downs but it will not let me select one. 


I went into the help desk role settings and then User Attribute Privileges to give them the ability to edit those options but it will still not do anything but give grayed out options.




What have I missed that is causing this?
