CSV Import Issues - An empty header has been detected. Please remove the empty header and import again

Hello,

I am trying to import a .CSV file to modify users.  The first line in the file is the header line and the file is saved as .CSV with UTF-8 encoding.  But when I import, I am getting this error message :

"An empty header has been detected. Please remove the empty header and import again"

Can anyone offer a solution?
