How is delegation working, on account sync'ed to o365?

Is it set by delegation rules ?

-could it be the same rule as for delegation on OU in AD?

If user1 is set to do something on OU1, will user1 only be able to change settings and license in o365 for users with dirsync matching OU1, or will user1 also be able to change settings and license in o365 in another OU ?
