Enabling Conditional Exchange Access (CEA) with an Exchange 2007 Server

I am trying to set up CEA with an Exchange 2007 server. When trying to configure Basic Authentication, I cannot locate a "Powershell" entry under the Default Web Site. How do I enable basic authentication and configure CEA to work with Exchange 2007?
