Enrollment Issue

Hello,

I used to be able to add another device simply by logging into my cloud account on the mdm app on the new device I was setting up. Samsung Note 4 to be exact. Then I would choose corporate or personal. After that it would show up in my inventory and I could select what polices I would assign to it. Which it would enforce. I tried to do this with a new device a Kyocera running android  6.0.01. I see the device listed in my inventory but when I assigned it to the profile it doesn't take affect. It still shows the app store, internet, and blacklisted app which I want to hid/disable. Also It doesn't show me what apps are installed on the phone besides the mdm app in the inventory. I tried enrolling the device with nfc but the kyocera dual force pro has overlay when I factory reset the device in the beginning for enrollment. Am I doing something wrong? Do I have to set up a work profile? These phones are company owned and employees do not use them for personal use.
