I am trying to set up Desktop Central v9, MDM

I have created and published a simple windows phone 8.1 policy, and associated it to the windows phone corporate group.

It does not apply to my test windows 8.1 phone, and the execution status says failed, and the comment says    404 : Name

I cannot see what that error is and how to fix it.  Can anyone help?
