Port 8020 and 8383 are Blocked

Port 8020 and 8383 are Blocked

I have recently installed DC 9 v 92071 on a test machine (WIndows 7) in a domain with the local Windows firewall turn on.  Using a domain group policy, inbound rules for ports 8020, 8022, 8027, 8031, 8032, 8081, 8082, 8383, 8443 and 8444 have been opened.



However, ever time I login to DC on the Home tab this warning appears:

Port 8020 and 8383 are Blocked
Port 8020 and 8383 are blocked by Windows Firewall in the Desktop Central Server.     Unblock these ports

Clicking the Unblock these ports link adds duplicate Inbound Rules for ports 8020 and 8383.

Why doesn't DC recognize the inbound rules added by group policy?
