Service Category - Empty

Service Category - Empty

When I click NEW INCIDENT, and my "Accounts" dropdown says ALL ACCOUNTS, Service Category has the default selections such as Application Login and Communication, but once a select a Requester name and the "Accounts" dropdown changes to that account, there no longer and Service Category selections...how do I get the default Service Categories to stay as a selection?
