Service Request: copy of a template from a different Service Category does not include the UDF (custom fields)

Service Request: copy of a template from a different Service Category does not include the UDF (custom fields)

(Asked with respect to ServiceDesk Plus 9018)

In the Service Catalog, custom fields seem to apply to the Service Category, and are not available under other Service Categories.  Unlike Incident Templates,  I cannot find a way to create a custom field that is available for all templates.
