SNMPv3 with Auth&Priv

I tried configuring Opmanager to use SNMPv3 with AES128 and SHA, however this didn't work. I took a pcap of the interface and could see that the second packet (first one to gain engineID) sent by OM has SNMP->msgGlobalData->msgFlags set to 5, this is authenticated but not encrypted so I assumed this was the issue. I changed the managed device to use auth and no priv and OM to use just SHA no AES and it worked a treat. I guess this is a bug?
From a security and compliance perspective I would expect this to be an issue
