This installer package could not be opened.

Hi,

I get this error when I try to install the Desktop Central Agent on a users machine. See the attached image for the error message. 
The installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package. 
I looked at the Windows website with no solutions, but the message code is:  ERROR_INSTALL_PACKAGE_OPEN_FAILED 1619 (0x653).

Any help would be greatly appreciated. This has occurred on a few users machines, the rest install perfectly fine.
