Unable to deploy critical patches

I have a VM set up to allow unapproved patches to be pushed out to it to test before deploying to the rest of the machines.
The issue I'm currently having is all patches I push out to the virtual machine come back as Not Applicable.

I thought the cause could be that I didn't have Internet Explorer 11 installed (It only have IE 8) and one of the patches was for IE 11, so I installed Internet Explorer 11 and then re-deployed the patch and still failed.
Another patch I tried to deploy was one for Word 2010, again this came back as Not Applicable, even thought I have Office 2010.

I can install Windows Updates on to the VM using Windows Update on the machine, but cannot deploy any patches.
Software deploys with no problem.

Can anyone point me in the right direction, or recommend things to check please.
