Ability to enter Tax in a Purchase Order as a flat amount rather than a percentage

We have to ship to many different states, and the tax laws vary according to state. Some items are taxed while others aren't. The means that we have to play with the tax percentage in order to get the total to be correct. It's very time consuming and ultimately causes the PO to mistate the percentage of tax.
How about letting us type in the taxed amount rather than being forced to use a percentage?
