ADSelfservice doesnt work with RSA GINA at windows login

We are currently running RSA Two-Factor Authentication on our PC's. Once we deploy the ADSelfService Agent to PCs the user is now provided an option to bypass RSA TFA and use only Windows login. We want to exclusively show only RSA and the AD tool at lock/logon screen

We're looking for information to implement the  tool in our environment for AD login but it defaults wrapping to the Windows GINA which enables ability to use either RSA or Windows credentials for login not exclusively just RSA at first PC login. This poses an issue for us but we need to utilize both the RSA TFA and the Self Service Tool mutually

We are looking to wrap this with RSA by default but I don’t see a value for RSA in [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\Credential Providers] In order for this other program to correctly wrap with RSA we would need a value here as one of suggested the solutions provided. (page 6,https://download.manageengine.com/products/self-service-password/integration-with-third-party-winlogon-extensions.pdf ) Ive tried the alternate methods mentioned in this article as well with no luck
