Cannot monitor server/Oracle DB where Application is install

Hi,

we are currently evaluating Application Manager and we have 1 problem:

On the server(Win2003, no firewall) with Oracle(9.2.06) where Application Manager is installed and used, we cannot setup an OS and Oracle Monitor
for that server.

Reason: OS Authentication(Administrator) fails and Oracle login(system) fails.
We checked the accounts and passwords many times - they cannot be the
problem.

What's the problem???
