Custom template not the default

Custom template not the default

As an admin when I goto ADMgmnt-->"User Creation Templates" I see my (currently) one custom template (which is default) and no other templates. However, when a regular technician goes to create a user, they are give the "System Template" and have to manually change it to the other template.
Is there a way to remove this system template or another way to set it so that my technicians get the default template that I configured?
