Error upgrading to version 8400

Just put this into support but I figured I'd ask here too in case someone has an idea. I was asked to upgrade a PMP installation that is currently on version 8301. However it doesn't even get past the first patch to go to version 8400, the installation reaches Post invocation in progress then changes to Error Occurred... Uninstalling. The following messages appear in the command prompt window:

The system cannot find the path specified.

I have stopped the Password Manager Pro service, ensured mysqld.exe is not running and ran the command prompt as administrator
