I am trying to monitor this Linux Red Hat Enterprise 4 server.

But every time I try to add the monitor I get this error message.

Failed. SNMP Agent is not running in the System. Kindly start the SNMP Agent for Monitoring

Does it mean SNMP is not running on my servers? 

Or

Does it mean SNMP is not running in the remote server that I want to monitor?

Please assist me with this issue.
