How to customize the Problem Management template

How to customize the Problem Management template

Hello all,

I am having difficulty finding where I can go to customize the Problem Management form (ie Problem submission form).  The only option I can find is the ability to add additional fields within the Admin tab.  But otherwise, it does not appear that I have the ability to manipulate the field placement within the form, like I can do with Service Request and Incident forms.

Please help!
