Import requesters from CSV without having to provide Self-Service login details?

Import requesters from CSV without having to provide Self-Service login details?

I need to import requesters from CSV - these requesters exist in another product that we are moving them from.

Is there a way I can import them without having to create/provide Self-Service login details for them?  We have no interest in having login access for these requesters.
