Is there a way to manage AD User accounts?

Is there a way to manage AD User accounts?

I have an app team that uses and shares Test accounts that are AD based.
Is there a way to automate the password change of these accounts?

Note:  These are NOT Service accounts running on servers.  They are normal AD UserIDs.
