Is there any way of removing default fields from the Requester template without removing them from the Technician's?

Is there any way of removing default fields from the Requester template without removing them from the Technician's?

If I add certain fields to the Technician side of a template, I cannot remove them from the Requester template.

Specifically, it's the Priority field - I don't want requesters changing the priority, they'll just mark everything as URGENT/CRITICAL/DO IT NOW!!! even if it's really trivial. :)
