Migration/Fresh install questions

I have build 6505 running against a MySQL database on a Windows 2008 R2 server currently.

My manager has asked me to build a replacement for this I need to install the latest version (build 7600) on a brand new Windows 2012 R2 server with an SQL database as the backend.

There will be a short period where both servers will have to run concurrently while we confirm successful migration before we 

shut down the original, this is to ensure we can rollback if necessary.

I have a number of questions about the best way of doing this:

1) What is the ideal method or steps of migrating the data from 6505 on MySQL to 7600 on SQL?

a) Copy the whole 6505 install directory to the new server, then run the 8 upgrades between 6505 and 7600 and then change the 

back end database from mysql to MS SQL? This seems a bit long winded.

or

b) My preferred option would be; do a fresh install of the latest version (7600) on to the Windows 2012 server and configure the SQL backend.  Then do a CSV export from version 6505 and import in to the new 7600 install (would this export be compatible with 7600?  Are there any complications that should be expected)

2) If I do a fresh install of the latest version to a new server can I apply the existing license file on the old server to the new?
