Monitoring Oracle end Hit Ratio

I wanted to submit two questions about monitoring Oracle
The first tab = monitoring of my oracle db I've Hit Ratio in the three images that represent Buffer, Data Dictionary and Library. These values are always valued at a maximum such as 90, 94, 92. But the database does not work, how these values so high?
Second question = the time of connection to the database as it is regulated? example, how does aa estimate the time of connection to the database? generates a query for an answer then? connects to the DB. or is just a ping '.
