MS SQL Server Service

There is a problem when restarting SQL service (main service).
PMP Restart at first main service without changing Agent password and that fails. Then PMP restart Agent service and change password then the main service have old password and not beeing restarted if there is no sql agent running sql service restart without problem.
So password reset for remote MS SQL server fails on all servers there is topic named "Password Reset Listner" but listner from that forum wont help. Is there a real solution for restart MS SQL server services correctly, services are running domain account.
