NetFlow Analyzer: both 80 and 9996 application port are closed. why?

NetFlow Analyzer: both 80 and 9996 application port are closed. why?

I have just installed NetFlow Analyzer Free Edition on Linux Mint 17.3 Cinnamon, but both 80 and 9996 application port are still closed. i have restarted my PC but nothing has changed. How can I fix this problem? How can i get the web interface on my browser?
