PPM Installation Failed - After Upgrade to 9311

PPM Installation Failed - After Upgrade to 9311

Hi All

I've come across an issue after an upgrade to 9311.
When I try and run the run.bat file I get PPM Installation Failed.

Any solutions to this issue which don't involve a restore?
