Redirect the mail webpage from http:// to https://<>:port

Hi,,
 
I would like to configure the web server to redirect incoming requests from http://<site> to https://<site>:port..
 
Being an IIS admin I have no idea on how to do this with Tomcat..  Can you pls reply with the method to do so..
