Replies to messages do not contain the original subject line comments

We have come across an issue where when our technicians reply to tickets via the email function, the subject like does not contain the original subject.  It only contains the request ID.  This just recently happened.  I have combed through settings and I do not see anything that would affect that.  It is happening to all of our groups and not just one.  When we forward a message, the original subject is placed into the new subject line just fine.  We restarted the server and had no luck fixing this.  Has any one experienced this?  Does anyone have any ideas?
