Reply "To" Field Not Populating

I previously didn't have an issue but now it seems I cannot get the "To" field to populate when hitting the "Reply" button. I am submitting a request as a Requester, and once I go to the application and hit "Reply" (Figure 1), the dialog appears and the "To" field is not populated. I'm not sure why. The requester submitting the request has a valid e-mail address configured.
