Roaming Profiles

Recently I have received a number of complaints from my end users that when they log in to their computers in the mornings icons that they have deleted off of their desktop have returned.  Upon investigating it seems that when the end users are shutting down their computers for the day the roaming profile synchronization process is failing with the following errors:

Event 1504:

Windows cannot update your roaming profile completely. Check previous events for more details. 

Event 1530:

Windows detected your registry file is still in use by other applications or services. The file will be unloaded now. The applications or services that hold your registry file may not function properly afterwards. No user action is required.  

Process 2644 (\Device\HarddiskVolume4\Program Files (x86)\DesktopCentral_Agent\bin\dcagentservice.exe) has opened key \REGISTRY\USER\S-1-5-21-4129409611-780654182-2091533453-2745\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall

Through troubleshooting I have determined that if the Desktop Central agent is not running the roaming profile synchronizes perfectly fine, however when the agent is running it will not.  All computers are running windows 10 professional, and have UAC set to level 3.  

Has anyone seen this behavior before and how did you remedy it?  Thank you in advance.
