Unable to remove users from Password Administrators

Hi All

This may be a simple question but I am totally stumped.

In PMP I am trying to hand over ownership to a new administrator. I have created his account, Added him as an Administrator and transferred all the resources across to him.  Both of us are now in the Administrators role but neither of us can remove users from either the Administrator or Password Administrator roles.  When we go to the Change Roles dialog all the users are greyed out.

We have a limit of five administrators and we have three as Password Administrators and two as Administrators but neither of the Administrators seem to be able to change the roles of a user.

If we try to edit the User from the Users screen we are only able to move a user to a similar level role. So if we edit a Password Administrator and change the Access level we only have two options, Password Administrator and Administrator.

Any help or pointers would be much appreciated
