When attempting upgrade from 92113 to 100004 I get error that this version is not recommended

When attempting upgrade from 92113 to 100004 I get error that this version is not recommended, see enclosed picture.


Can you explain this message for me?  First I upgraded to the latest within the 9.2 track, and then I tried to upgrade to the new 10 version.  What is the problem here?
