NCM won't start on fresh install.

Hi all.  I'm currently migrating from OpMan standalone to Central/Probe model and that requires re-installing my add-ins on my new probe.  On my probe I have IPAM and NetFlow installed, configured, and running.  Yesterday I installed NCM on the same server, but the service will not start.  I have tried starting DX from the command line and the services control panel with no luck.

I referred to this forum and attempted a repair offered by  Suresh Bagavathy (deviceexpert reinit and flush logs), but it didn't seem to help. 

The logs indicate the license is FREE version, although I've copied in my license file.  I don't think this is related.
I also see a JAVA error stating it can't find the path to JAVA, but my OpMan and other plugins are running perfectly with the paths in place.

I'm attaching the logs, but they don't say much, at least not to me.
